When you say via my TV, I am assuming you are operating a computer and sending the signal to your TV with a cable.
1) Try adding additional buffering. "You Can do it in VLC and Media Player"
2) VLC does a much better job handling movies.
3) Check your CPU operation to see if it is throttling back. "Due to overheating" power settings can sometimes be used to give a higher threshold.
4) Check to see if your CPU is maxing out from too many background processes.
Assuming you are using windows you can check performance in task manager.
I run a dual core Pentium, 1.73Ghz, 2 gigs of ram and windows 10 pro 32bit, with no problems. I only use it for music and video streaming or downloading. I also have Norton running at all times.
I run VGA and sound to my TV and use a Bluetooth set of speakers, keyboard and mouse.
